# Global Payouts in Stablecoins

## Send tokenized USD payouts globally using Cobre Global Balances and verified wallet counterparties

Global Stablecoin Payouts enable businesses to use our partners to on-ramp **stablecoins (tokenized USD)** to **wallets registered as global counterparties**, using supported blockchain networks. This capability is designed for companies that need to run **international payout programs** with predictable denomination, global reach, and a standardized operational model inside Cobre.
**This feature is enabled via API and Portal**, and is especially relevant for platforms that want to own their payout orchestration while leveraging stablecoins as the settlement rail.

## 1. What Cobre Enables with Global Payouts in Stablecoins

With Global Stablecoin Payouts, Cobre enables businesses to:

* Send **stablecoins** from a **Cobre Global Balance (USD)** to external wallets - a **Stablecoin Payout**
* Pay **legal entities and individuals** through distinct global counterparty types
* Support multiple blockchain networks (chains) for recipient wallets
* Enforce **counterparty verification** before allowing stablecoin payouts
* Ensure payouts use only **valid chain–token combinations** (rail compatibility rules)
* Operate global payouts using the same conceptual primitives as other Cobre flows:

  * Counterparties
  * Money movements
  * Status tracking
* Improve control and predictability for international payouts through standardized rules and governance options

---

## 2. Global Payouts in Stablecoins in the Cobre Model

This capability fits into Cobre’s ecosystem as a **global payout rail** that uses stablecoins as the settlement layer:

* **Cobre Global Balance (USD)** acts as the **source of funds** for stablecoin payouts
* **Global Counterparties** represent recipients and store their **wallet details** and identity classification
* **Money Movements (global)** represent the payout instruction from the source balance to the recipient wallet
* **Transactions** reflect the financial outcome of successful execution and provide traceability for finance and operations

In practical terms, stablecoin payouts extend Cobre’s payout model to wallets, while maintaining a consistent approach to identity, controls, and operational visibility.

---

## 3. Key Capabilities / Options

Global Stablecoin Payouts are driven by three core dimensions: **counterparty type**, **verification**, and **chain/token compatibility**.

### 3.1 Global Counterparty Types (Who can receive payouts)

Cobre supports two global counterparty types depending on who owns the destination wallet:

* Wallets belonging to a **legal entity**
  Suitable for businesses and organizations

* Wallets belonging to a **natural person**
  Intended for natural persons (individual beneficiaries of Cobre clients) receiving payouts

This enables businesses to structure payout programs that support both B2B and B2C recipient populations.

---

### 3.2 Counterparty Verification (Who is eligible to receive payouts)

Before a global counterparty can receive stablecoin payouts, it must pass a verification process. Verification status is tracked through the counterparty object using a dedicated verification status field.

Verification states include:

* **processing** — verification is in progress
* **verified** — counterparty is approved to receive stablecoin payouts
* **failed** — counterparty does not meet verification criteria

This mechanism ensures payouts only go to recipients that satisfy verification requirements.

### **Verification SLA**

**Operating Hours:** 3:00 AM – 6:00 PM EST (New York time)

Counterparties created during operating hours are typically verified within 15 min.

**Outside Operating Hours (6:00 PM – 3:00 AM EST):**
* Counterparties created during this window will remain in `processing` status
* Verification will begin at 3:00 AM EST the following business day
* **Example:** A counterparty created at 8:00 PM EST on Monday will begin verification at 3:00 AM EST on Tuesday

> **Planning Note:** If you need counterparties verified promptly, create them before 6:00 PM EST to ensure same-day verification.

---

### 3.3 Supported Networks (Chains)

Recipient wallets can be registered on the following blockchain networks:

* **Ethereum**
* **Tron**
* **Solana**
* **Polygon**
* **Base**
* **XRPL**

Each chain supports specific stablecoins. Cobre enforces these rules to prevent unsupported payouts.

---

### 3.4 Supported Stablecoins and Chain–Token Compatibility

Stablecoins supported depend on the wallet’s network. Cobre validates that the requested token is compatible with the chain configured on the global counterparty.

**Compatibility matrix:**

| Network (Chain) | Allowed stablecoins |
| --------------- | ------------------- |
| **Ethereum**    | USDT, USDC          |
| **Tron**        | USDT                |
| **Solana**      | USDC                |
| **Polygon**     | USDC                |
| **Base**        | USDC                |
| **XRPL**        | RLUSD               |

This ensures predictable execution behavior and reduces operational failures caused by incompatible rail selection.

---

### 3.5 Allowed Source and Destination Combinations

Cobre supports global stablecoin payouts only under the following account pairing:

* **Source:** Cobre Global Balance (USD)
* **Destination:** Global counterparty wallet (**legal entities** or **natural persons**)
* **Geography:** global

This defines a clear operational perimeter for the feature.

---

## 4. Core Concepts and Terminology

* **Global Stablecoin Payouts**: Payouts executed using stablecoins as the settlement rail
* **Cobre Global Balance**: A USD-denominated balance used as the source of funds for global stablecoin payouts
* **Global Counterparty**: A recipient entity registered to receive payouts in a wallet (`legal entity` or `natural person`)
* **Wallet**: A blockchain address where the stablecoin funds will be received
* **Chain / Network**: The blockchain network where the wallet exists (e.g., Ethereum, Tron, Solana)
* **Token**: The stablecoin used for the payout (e.g., USDC, USDT, RLUSD)
* **Counterparty verification status**: The status field that indicates whether a counterparty is eligible to receive payouts (`processing`, `verified`, `failed`)
* **Global Money Movement**: A payout instruction that sends funds from a Cobre Global Balance to a verified global counterparty
* **Chain–Token Compatibility**: Validation rules that enforce which tokens can be sent on each network

---

## 5. Speed, Settlement & Reliability

Stablecoin payouts are designed to offer **global settlement behavior that is less dependent on local banking cutoffs**. However, final speed and predictability vary based on:

* the selected **network (chain)** and its confirmation dynamics
* the stablecoin/token used
* recipient wallet behavior and downstream handling

Cobre improves reliability by enforcing:

* verified recipient eligibility
* valid chain–token combinations
* standardized operational states and outcome visibility

The result is a more predictable payout experience for global programs.

---

## 6. Typical Business Use Cases

Global Stablecoin Payouts are well suited for:

* **Global marketplaces** paying international sellers
* **Gig and payroll platforms** paying contractors across countries
* **Creator economy payouts** and affiliate programs
* **Gaming and digital platforms** distributing rewards, prizes, or withdrawals
* **B2B vendor payouts** where recipients prefer wallet settlement
* Businesses operating in regions where traditional rails are slower or harder to access

This capability fits best when businesses need **global reach, predictable USD-denominated settlement**, and scalable payout orchestration.

---

## 7. Transactions, Reporting & Reconciliation

Global stablecoin payouts follow a standardized operational model that improves traceability:

* Each payout is represented as a **global money movement** with a clear lifecycle and status.
* Successful execution produces financial records that can be reconciled against:

  * source balance movements
  * destination wallet payouts
  * internal payout references (e.g., invoice, contractor, order IDs)

For finance teams, this provides:

* consistent payout tracking across geographies
* structured auditability across recipient types
* improved reconciliation workflows for high-volume payout programs

---

## 8. Governance, Controls & Auditability

Global stablecoin payouts introduce strong controls through:

* **Verification gating**: only verified counterparties can receive payouts
* **Compatibility enforcement**: invalid chain–token combinations are rejected
* **Traceable operational states** through money movement lifecycle tracking
* The option to integrate internal approval and governance processes (where applicable)

This provides a foundation for:

* controlled payout execution
* reduced fraud and misdirected payout risk
* audit-ready records for payout operations

## 9. Global Stablecoin Payouts vs Traditional Cross-Border Payouts

| Dimension                | Traditional Cross-Border Payouts | Global Stablecoin Payouts (Cobre)     |
| ------------------------ | -------------------------------- | ------------------------------------- |
| Settlement rail | Banking rails | Blockchain networks (stablecoins) |
| Cutoff dependence | Common | Reduced dependency on banking cutoffs |
| Denomination             | Often multi-currency FX          | Tokenized USD (stablecoins)           |
| Recipient endpoint | Bank accounts | Wallets (verified counterparties) |
| Operational gating | Varies | Verification required before payout |
| Rail compatibility rules | Provider-specific                | Enforced chain–token compatibility    |

Global Stablecoin Payouts are particularly relevant when businesses want a **wallet-based global payout option** with standardized controls and token/network flexibility.
